I am deploying Python code to Azure Functions and deployment is failing with "The deployment ID couldn't be found. Please try again."

Python version: 3.11
Local environment: MacOS sequoia 15.2
OS: Linux
Azure environment: Function App Flex Consumption (blessed MS image), also Function App on Basic tier (blessed image)
Deployment method: Azure CLI
Deployment command: func azure functionapp publish <APP_NAME> --verbose --debug

Deployment is timing out on Basic tier:
