Create a TowerSubmitter #4216

Create the TowerSubmitter.

It should have the methods submit, which takes a CaseConfig as input.
This method should:

  1. Construct the launch request from the CaseConfig.
  2. Start the pipeline posting the reuqest using the TowerClient
