chore: update patchOpenStackCluster to modify only apiServerFixedIP and apiServerPort in spec

Fixed an issue in patchOpenStackCluster where the previous implementation would overwrite the entire spec with just the apiServerFixedIP and apiServerPort fields, rather than updating only these specific fields.
