[Feature Request] Support using gitea as a custom "Winget Package Registry"

Feature Description

Winget is a built-in application manage tool from Windows 11, and it can set custom sources via winget source <add|update|list|remove> command. I know there are already some selfhostable softwares that could serve as winget sources, but if gitea could support this, we can use only gitea and no need to install other softwares to do the same thing.
