Update pdt-cap-ref for R12_NAM

Update the R12_NAM values to the values calculated based on US &amp; Canada data and aligned with IEA-EWEB values for 2019. The earlier lower value was a result of aligning with 2020 IEA-EWEB data, that inadvertently imported the COVID dip.
