[FEAT]: Data source for Actions outputs (artifacts, etc.)

Describe the need

We're trying to consume GHA output (namely Lambda layers we build in GitHub Actions) inside our Tofu config. Our Tofu runner has context on the Git commit that spawned the run, but I don't see any data source corresponding to Actions artifacts.

It's probably feasible to download build artifacts via the github_rest_api data source, but this would require traversing several abstraction layers (actions run IDs for a commit, etc.) and be generally unwieldy to use.
