[FEAT]: Add support for more Actions resources

Describe the need

Github Actions has multiple Orga-Level settings that are centered around lists. For example the list of repos that are allowed to run Actions and the Allowlist for Actions, see screenshot:

These are prime examples for attributes that are way easier handled as IaC, especially to have an audit trail for the changes.
