The block todo does not define the standard capability block/todo:addinstance #3

We are getting the above standard debugging message with the plugin on our dashboard.

I know the plugin doesn't support the normal addition to pages only the MY/Dashboard pages, but is there a way for the capability to be added without altering the functionality.

The applicable formats is limiting the block to the MY page so it should be ok to add the capability with deny permissions.

The thing is, instead of adding the useless capability, the Moodle core should not raise this false warning for blocks that are supposed to be on the Dashboard only.

I can reproduce this when going to Site administration > Appearance > Default Dashboard page

Are you getting the warning somewhere else?

I believe it was only on the default dashboard page.

This was on Moodle 3.5.3

That MDL issue seems to be the right way forward. Is there a way to remove the warning in the meantime?
