Move the JIT access doc into the PPL section and expand coverage
Follow-up to #1726

What's incorrect or missing?

JIT access references may be isolated or missing details in the new structure
Lacks examples of how it ties into Pomerium Policy Language (PPL)

What's the resolution?

Relocate JIT info into PPL docs
Expand with real-world examples or policy snippets

Follow-up question

Are any engineering updates needed for JIT usage, or just doc reorganization?
