Describe the bug

There are gaps in telling community members what is expected of them when contributing to this repository.

Additional context

This issue can be updated to include more expectations that are not clear in current documentation.

Expectations that should be written out explicitly

All PRs, regardless of how small, are expected to have an associated issue. Yes, even PRs for fixing typos or updating copyright years. Fixed by Update contributing doc: PRs must be associated with an issue #76.
