remove cloud-provider flag for kube-apiserver due to removal in v1.33

Without this, the templates used set the flag --cloud-provider=external, lead APIServer not starting due to unknown flag.

We bump k8s version along with cluster-api update. v1.10.0-beta.0 release is planned for 18th March as of now.
