#1838 was merged to unblock the start of the project as all comments were resolved. However, there was a follow up action to change the usage of the term Working Group to SIG.
This PR changes usages of Working Group (and WG) to SIG. It also renames the file from
security.mdtosecurity-semconv.mdto avoid confusion with the Security SIG.
