Update project template to:

  • Indicate that both TC and GC members can sponsor projects.
  • Add GC liaison as required staffing.
  • Remove mentions of project tracking issue (as issues are tracked in project board)
  • Add guidance about project board creation and management
  • Add guidance about SIG info update in sigs.yml
