Is your feature request related to a problem? Please describe.
Existing build tooling templates (Makefile and Dockerfile) can perform test-build-containerise for a single module. However, using it is difficult in a multi-module project like tanzu-framework where these modules can have inter-dependencies. As there is no way to reference module dependecies from the same project, users will have to raise multiple PRs in order to add changes which span across these modules.

Describe the solution you'd like
A way to be able to refer project-local dependencies while building a component, so that all relevant cross-module changes can be added in a single PR. Refer this PR for expected changes.
