Addresses clastix#688, this commit removes the deprecated `spec.loadBalancerIP`. With the property being set in the service, the AWS cloud controller complained and caused issues.

Addresses #688 and superseeds #707, this removes the ControlPlane service's LoadBalancerIP field, as it is deprecated.
